“I’ve concluded that there’s only one reform at the U.N. that will make any fundamental difference, and that’s to switch from a system of mandatory contributions, or assessed contributions as they’re called, to a system of purely voluntary contributions – each country contributes what it wants to the programs it wants and doesn’t contribute to the programs that it thinks are ineffective or counterproductive.”

 
John R. Bolton, former U.S. ambassador to the United Nations, in an Oct. 13 speech at Robertson Hall. Bolton noted the effectiveness of voluntarily funded U.N. initiatives such as the World Food Program, UNICEF, and the Office of the High Commissioner for Refugees.
