Common Sense Rules for Subsidized Housing

I am concerned that because of the way subsidized housing restrictions are written, residents are reluctant to accept help from churches and charitable organizations for needs such as healthcare bills, lest this aid be considered “additional income,” which would disqualify them from housing. I hope future subsidized housing rules can explicitly allow residents to accept charitable donations to cover immediate needs without jeopardizing their eligibility.
