While I feel terrible to learn about the current situation, I am hopeful that your team from the U.S. will be able to move mountains (read: garbage, filth and pollutants, and what not), and restore this ancient place to its former glory. Just keep working with all the stakeholders that your team has already contacted; do not give up.
