You find solace where you can, even in bizarre primitive beliefs. It can be a hard world, and tribes are reassuring. When you want a government to enforce the form of solace at the point of a gun, it becomes offensive. Or in a more tolerant society, you want me to pay for your solace through tax breaks — it is offensive. Give up all attachments to government and you can be as “submissive” as you care to be.
