Liberalism as it emerged from the French Revolution and locally from the American Revolution always held that only certain kinds of people should vote: by wealth, by education, by literacy, by property rights, and by citizenship and/or ethnicity. What is wrong with that? As the author knows, Republicanism has always had a limited electorate and when it was broadened in a democratic direction the result was usually, in practice and in theory, despotism.
