I would recommend a recently published book, The Outsiders, on the reception of refugees in Europe and elsewhere since 1492 and mostly more recently, by Professor Philipp Ther of the University of Vienna.

It caught my eye because I live in Savannah, where from the start the governor, John Oglethorpe, was open to the emigration of different populations: Sephardic Jews from the Caribbean, Austrian Protestants driven from their home by the Archbishop of Salzburg, and even blacks although he was anti-slavery. His only exception as a British official was a non-entry policy for Irish Catholics. Very amusing since in time they became the largest ethnic group in Savannah and remain so to this very day, excepting the majority black population of today.
