BORN MAY 17, 1939, in Doylestown, Penn., Peter prepared for Princeton at George School, Newtown, Penn., where he was yearbook editor and ran cross country.

In the Woodrow Wilson School, Peter wrote his thesis on P. N. Miliukov. He managed the Press Box Agency and belonged to the Student Christian Association and the International Relations Club. Pursuing his interest in current affairs, Peter anticipated becoming a Russian specialist for the State Department.

After Princeton, Peter graduated from the Russian Institute of Columbia Univ., and received a Ph.D. from the Faculté de Droit at the Univ. of Paris. He went to Paris on a Fulbright.

While working for Air France as a legal troubleshooter in 1977, Peter spoke at the Engineering Quad as one of three people representing companies involved with the development of the British-French Concorde. He was optimistic about the market of supersonic flight while acknowledging ecological, economic, and technological problems of the plane. In 1987 Peter was director of information for SITA in N.Y.
