Phil grew up in Hanover, N.H., where his father was dean of the faculty at Dartmouth. He came to us from Phillips Andover Academy. At Princeton Phil rowed on the freshman crew, sang in the Glee Club and Chapel Choir, joined Key & Seal, and majored in politics.

After Princeton he migrated west to California and never left. He earned a law degree at Stanford, then settled in the Bay Area to practice law and teach it at the University of California Berkeley Extension for some years. In time he became fascinated with California municipal-bond financing and spent the last 30 years of his practice specializing in it. He also served a term as deputy attorney general of the state.

Phil was an avid vegetable gardener and a recognized, multi-prize-winning compounder of herb and fruit liqueurs. He sourced his wild blackberries from secret patches in the Sacramento Delta of the Bay Area. A bit more conventionally, he and his wife, Elizabeth, enjoyed sailing and, in their retirement years, world travel. With much to be proud of, Phil also titled himself “the world’s champion hearts player.”

Phil is survived by Elizabeth, two sons, and two grandchildren.
