WILLIAM OLIVER BAXTER, a retired Stare Dept. official, died Apr. 15, 1994, in Washington, D.C. He was 89. Mr. Baxter was born in Knightstown, Ind., and received his A.B. from De Pauw Univ. in 1923. He got a master's in English from the Univ. of Chicago in 1925.

He then spent several years in Europe, exploring the Parisien Left Bank and the Balkan countries, and taught English at Robert College in Istanbul. He came to Princeton and earned a M.F.A. in modern languages and literature.

In 1938, he married, then taught at the Hun School briefly, and then went to the Univ. of Oklahoma, where he became English dept. chairman. In 1943, Mr. Baxter joined the State Dept., and served in Ankara, Tel Aviv, and, as general counsel, in Calcutta. When he retired, in 1968, he moved to Washington, D.C., where he managed a hotel for visiting State Dept. personnel.

Mr. Baxter is survived by daughter Priscilla, son Anthony, and five grandchildren. To his family and friends, we offer our deep condolences.
