(Cato Institute) Now in its 11th year, the Review is published annually on Constitution Day and brings together leading legal scholars and Supreme Court advocates to analyze the most important cases of the year — which this year includes the Affordable Care Act. It is the first scholarly review to appear after the term’s end and the only one to critique the court from a Madisonian perspective. Shapiro is a senior fellow in constitutional studies at the Cato Institute.
