It shows how he was able to use the opportunities and tools available to him to affect policy and make a national impact, even as he was constrained by his position. The book concludes looking at the role of judicial activism. Morris is a legal scholar and has taught at the City College of CUNY, the University of Pennsylvania, and the Law Center at Touro College.
