The stories bracket in time Serra’s first historical novel, NILO Ha Tien: A Novel of Naval Intelligence in Cambodia. Serra served as Naval Intelligence Liaison Officer (NILO) Ha Tien on the Cambodian border. He has practiced law in San Diego and been an adjunct professor of law for 38 years.
