Crown Under Law: Richard Hooker, John Locke, and the Ascent of Modern Constitutionalism

The author examines how and why the constitutional idea arose in early modern England. He focuses on the major writings of John Locke and Richard Hooker and looks at their effect on each other’s ideas. Rosenthal is a lecturer on political theory at John Hopkins University’s Advanced Academic Programs in Government.
